Export Pathways Program (EPP)
The EPP focuses on providing export assistance through a systematic approach, providing interventions at every stage of an exporter’s growth. It utilizes the Value Chain Approach (VCA), Industry Clustering, and Sub-contracting to arrive at a holistic export development program that will ensure a stronger and more dynamic export industry. Such dynamism would be a tool for the regions to nurture small and medium enterprises (SMEs) with potential to become exporters.
The program will be reinforced by the capacity enhancement component called Regional Interactive Platform for Philippine Exports (RIPPLES), which shall be provided by the Bureau of Export Trade Promotion (BETP).
National Economic Research and Business Assistance Center (NERBAC)
The NERBAC, by virtue of Republic Act (RA) 7470, is a One-Stop Business Center that provides assistance to start-up businesses in the following areas: Business Registration and Licensing; Knowledge Management; and Investment Promotion and Facilitation.
Housed under a “single roof” are the following government agencies: DTI, Bureau of Internal Revenue (BIR), Social Security System (SSS), Home Development Mutual Fund (HDMF), Philippine Health Insurance Corp. (PHIC), Cooperative Development Authority (CDA), Department of Labor and Employment (DOLE), Department of Environment and Natural Resources (DENR), Mines and Geosciences Bureau (MGB), and the Securities and Exchange Commission (SEC), as well as a One-Stop Export Documentation Center (OSEDC) composed of the Bureau of Customs (BoC), BPI-PQS, etc. The Philippine Contractors Accreditation Board (PCAB) and the Intellectual Property Office of the Philippines (IP Philippines) Desks are also part of the Center.
From a business processing of 45-60 days, a 7-day waiting time can be achieved through the NERBAC. It will continue to explore more innovative mechanisms to further shorten processing time for start-up enterprises.
Small and Medium Enterprises Development (SMED) Plan Localization
This brings down the planning process to the level of the local government units (LGUs), thereby putting emphasis on the role that LGUs play in providing an enabling environment conducive to doing business with the One Town, One Product (OTOP-Philippines) as the strategy/mechanism.
Among the strategic projects lined up under the plan include the following:

- The Depot Philippines to act as the marketing arm that will converge under one roof all the multi-faceted products and services of the country, enabling the SMEs to access previously unchartered markets thereby sustaining their growth and helping them graduate to higher levels of business;
- Mainstreaming of the Local and Regional Economic Development (LRED) and/or the Local Economic Development (LED) to build the necessary platform for a sustainable implementation of the SMED Plan;
- Improved Access to Credit (non-collateral lending) to MSMEs thru the strengthening of micro-finance institutions as conduits in the regions; and
- The Sub-contracting Partners on Innovation (SPIN) Program, which is a novel approach towards SME development, as it focuses on creating jobs in the countryside through sub-contracting, specifically in “cleared conflict areas” that were once plagued by unrest. Said areas will be linked up with consolidators who, in turn, will assure anchor companies, or the Big Brother, with the supply they need to satisfy demands for export.
Consumer Welfare Protection and Development
This is one of the paramount tasks of DTI given the challenges that the Filipino consumer faces today. To empower the consumers to know their rights and the exercise thereof, DTI has identified three strategies in 2008-2009: Organizational Development (OD) for Consumers, Pro-active promotion of Fair Trade Laws (FTLs), and Advocacy on Value for Money.
This three-pronged approach towards a more comprehensive development initiative for consumers comes at a most opportune time, as the Filipinos are faced with the rising prices of basic consumer items and services, notable of which are rice and gasoline, as well as transportation costs.
The 2008-2009 strategy for consumer welfare and protection shall attempt to shift paradigm for the consumer organizations as vehicles to advocate safe and healthy lifestyle and value for money. Consumer empowerment shall have a hand in business planning and product. As an organized market, for instance, the consumer organizations (COs) can influence the business models and standards that food producers and processors adhere to. The COs can initiate the “Buy Filipino Made Products” Movement.
