National Economic Research and Business Assistance Center (NERBAC)

The NERBAC is tasked to implement programs and projects to promote and develop trade and investments.  From this center, investors and businesspeople can expect assistance on the following concerns:
  • business permitting and licensing
  • business name registration
  • information for investors
  • investments procedures, incentives, and assistance
Created through Republic Act (RA) 7470, NERBAC is an all-in-one center that houses all concerned agencies in the government.

NERBAC is a pioneering project providing a single entry point for investors on comprehensive and highly integrated business support by pooling government resources in One-Stop Express Business Center, thereby reducing red tape and improving effectiveness and efficiency in government services.

It offers a myriad of government services for start-up and expanding business that include business licensing and registration, knowledge and information management, and proactive investment marketing.

The main goal of NERBAC is to ensure that accurate and timely information and assistance are provided to our clients, developing our business
environment to be more friendly and conducive for investments in the regions.

NERBAC has been successfully piloted in Davao and Cebu in the second semester of 2006.

At present, the Bureau of Internal Revenue (BIR), Social Security System (SSS), Philipine Health Insurance Corp. (PhilHealth), Philippine Home Development Mutual Fund (Pag-IBIG), and the Cebu City government have set up desks at NERBAC’s one-stop-shop for business permitting and licensing in Cebu.
