Local and Regional Economic Development
With the overall objective of developing new exporters, sustaining the existing ones thereby increasing exports of the region, DTI-Region 3 focused its efforts in successfully implementing the Export Pathways Program (EPP), which is one of DTI's priority programs that focuses on providing the specific needed export assistance to a particular micro, small, and medium enterprise (MSME) through a systematic approach providing intervention at every stage of an exporter’s growth.   

Various client focused assistance were extended to these EPP enrollees ranging from business consultancy, provision of business/market information,  conduct of relevant trade/business  related trainings, product development, business matching activities and facilitation of participation to marketing and trade promotion activities such as local and international  trade fairs and missions.


Investment Promotions


Streamlining Project on the Issuance of Mayor’s Permit
Investment Promotion, understood as creating an environment that is transparent and predictable for both existing and incoming investments, finds ally in DTI-Region 3’s consistency in providing quality basic services as well as its pursuance of high impact initiatives such as streamlining of frontline business processes.

The streamlining project is the region’s response to President Gloria Macapagal-Arroyo’s call to eliminate red tape and reduce the cost of doing business to provide a more conducive business environment to both local and foreign investors eyeing the region as an investment destination. 
With the reduction in documentary requirements, turnaround/processing time, steps/procedures to undertake and amount of fees to pay, this initiative makes it more convenient for investors to do business in the region. They are also provided a complete guide of the processes to undertake, which also promotes transparency and ensures faster delivery of services.

Micro, Small, and Medium Enterprise (MSME) Development

One Town, One Product (OTOP-Philippines) Program

OTOP-Philippines is a priority program of President Gloria Macapagal-Arroyo to promote entrepreneurship and create jobs. Through OTOP, local chief executives of each city and municipality take the lead in identifying, developing, and promoting a specific product or service, which has a competitive advantage.

OTOP-Philippines supports MSMEs to manufacture, offer, and market distinctive products or services through the use of indigenous raw materials and local skills and talents.

Product Development

Trade Fairs (Likha ng Central Luzon and other local fairs)
Conduct and/or participation to both local and international trade fairs is still considered as an effective tool in promoting and marketing the  products of the SMEs. Trade Fairs also serve as a good opportunity for the local manufacturers to personally meet the institutional and foreign buyers in one venue and get first hand information on their requirements and product specifications.

Provincial Branding
The branding development project is a convergence program among national agencies and private institutions and is fully supported by the provincial governments. Each of the seven provinces have come up with their distinct brand seal and these are: Siyempre Aurora, Galing Bataan, Tatak Bulakenyo, Taas Noo Novo Ecijano, Vida Pampanga, Natural Tarlac, Zambales’ Finest.

Local and Regional Economic Development (LRED)
LRED is a process by which stakeholders from both public and private sectors are mobilized to become partners in a joint effort to improve the economy of a defined sub-national territory which would increase its competitiveness.

DTI-Comprehensive Agrarian Reform Program (CARP)
DTI-CARP provides support services to farmers and affected landowners and their families.  Particularly, it assists cooperatives/associations of farmers, landowners, women, and youths, who are capable of managing micro, small, and medium enterprises (MSMEs).
The program provides comprehensive package of support services to stimulate agro-industrial activities in the Agrarian Reform Communities


Consumer Welfare and Development

DTI-Certified Establishment (CE)
The DTI-CE Program aims to give due recognition to establishments that uphold the right of consumers and practice responsible business where consumers indeed get value for their money, thus promoting and fostering the highest level of business ethics and upholding of fair and honest marketplace through voluntary self regulation and service excellence.

Consumer Organizations Empowerment

Kaalaman, Karapatan ng Mamimiling Pinoy-Consumer Awareness and Protection Techniques (KaKaMPi ko si Barangay CAPT)
This program is an innovation of DTI-Region 3, spearheading consumer education down to the barangay level and involving barangay officials. The program aims to safeguard the interests of the buying public and ensure that consumer issues and concerns are attended and responded to. It entails consumer education and vigilance and lessens the occurrence of consumer complaints through the resolution of consumer issues at the barangay level.

The program aims to establish a Konsyumer Korner ng Kabarangay, a CWD ng Barangay, passage of a resolution supporting consumers, education, and complaints handling at the barangay level.
