The DTI-Construction Industry Authority of the Philippines (CIAP), through its implementing arm, the Philippine Domestic Construction Board (PDCB), hopes to accredit 95 CPES evaluators from 48 provinces after a series of accreditation seminar-workshops recently held nationwide.

The accreditation seminar is an initiative of the Department of Interior and Local Government (DILG) to augment the number of eligible evaluators of construction projects in preparation for DILG’s KALSADA (Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran) Project, a P6.5B road development project involving the rehabilitation and upgrading of provincial roads. The CPES is a tool that will help ensure the quality and timely delivery of infrastructure projects and improve performance of contractors.

Five batches of seminar-workshops were attended by 48 provinces. The first batch held in Olongapo City, Zambales produced 17 eligible evaluators, all engineers, from Batanes (Region II), Bataan, Nueva Ecija, Pampanga, Tarlac & Zambales (Region III), and Occidental/Oriental Mindoro, Palawan & Romblon (Region IV-B). The project used for the practicum was the “Rehabilitation of Palauig-Subic-San Juan-Lipay Provincial Road”.

Twenty-one participants from Batangas, Cavite, Laguna & Quezon (Region IV-A), Albay, Camarines Norte, Catanduanes, Masbate & Sorsogon (Region V), and Negros Occidental & Oriental (Negros Island Region) were qualified for accreditation as CPES evaluators. The project used for the practicum was the “Rehabilitation/Upgrading of Lalayat-Pinagkurusan, Alitagtag-San Pascual Poblacion Road”.

The third batch held in Bauang, La Union qualifies 23 evaluators from Abra, Apayao & Kalinga (CAR Region), Ilocos Norte/Sur & La Union (Region I), and Isabela, Mt. Province, Nueva Vizcaya & Quirino (Region II). The project used for the practicum was the “Rehabilitation of Bagbag – Sta. Monica Road” located at Bauang, La Union.

The fourth batch held in Palo, Leyte produced 17 eligible evaluators from Antique & Iloilo (Region VI), Cebu & Siquijor (Region VII), and Biliran, Leyte & Northern/Western Samar (Region VIII). The project used for the practicum was the “Upgrading and Improvement of Provincial Road along Palo – Castilla – Pastrana – Tingib Road Section” located at Province of Leyte.

In the CPES seminar held in Tagbilaran City, 17 participants from Zamboanga del Norte/del Sur/Sibugay (Region IX), Davao Oriental (Region XI), North Cotabato, Sarangani (Region XII), and Agusan del Norte, Dinagat Island and Surigao del Sur (Region XIII) passed the eligibility process. The project used for the practicum was the “Rehabilitation of Alegria – Bugho FMR” located at Alegria, Cabadiangan, Candasag, and Bugho, Loboc, Bohol.

The participants completed the 3-day seminar-workshop, passed the case study, and, based on initial evaluation of their applications, are all eligible for accreditation as CPES evaluators. This contributes to an 8.04% increase from PDCB’s roster of accredited CPES Evaluators.

CPES will ensure that infrastructure projects conform with the specified requirements of project owners. The CPES rating of constructors is required for post qualification of contractors, quality improvement, and other purposes of government agencies, project owners, financing and insurance companies and other interested parties.
