1. Project Specialist

Reporting to: Director, RGMS

Job Description:

a. Coordination of project activities initiated and/or implemented through RGMS;
b. Process documentation of the RAPID Growth project, including taking of highlights of meeting, and write ups for internal and external releases;
c. Assist in the gathering and consolidation of monitoring and evaluation reports;
d. Preparation of financial management documents for the utilization, downloading and/or transfer of funds to participating DTI bureaus, regional offices and or attached agencies;
e. Updating of the financial tracker for the project; and,
f. Perform other duties and responsibilities that may be assigned by the RGMS Director and RMED Division Chief.

Qualification Standards:

a. Education: At least Bachelor's Degree in Economics, Management, Accounting or related fields;
b. Experience: At least one(1)year experience involving technical position in the areas of project/program coordination, M&E and financial management;
c. Training: At least eight (8) hours of training in related technical skills;

b. Coordinate with RGMS, NPCO and other concerned DTI Offices on the plans, activities, status/accomplishment reports, financial reports and other concerns endorsed for action and /or approval of Office of the Undersecretary ROG
c. Review for consistency with project plans and policies all documents endorsed for approval/signature of OUROG FAD, NEDA and other oversight
d. Assist in the Review Missions to be conducted by agencies in the area of financial services and all other areas as assigned by the ROG Undersecretary
e. All other tasks that maybe assigned by the ROG Undersecretary in line with the project

Job Description:

a. Responsible for the financial management services of the project at the Head Office
b. Coordinate with the regional offices and implementing partners on budget, disbursements and financial reporting of the project
c. Responsible for the consolidation and preparation of the following financial management documents:

  1. Annual Work Plan and Budget
  2. Annual Procurement Plan
  3. Monthly Status of Funds Reports
  4. Quarterly, semi-annually and annual financial reports
  5. Such other documents required or assigned by the FS Director in line with the project

d. Process Disbursement Vouchers and Liquidation Reports for project expenses (cash advances, reimbursement, payment, etc.),for the Head Office
e. Assist the Review Mission in the coordination and conduct of review/audit in the area of financial management of the project
f. All other tasks assigned by FMS Director in line with the implementation of the project

Qualification Standards:
a. Education: Bachelor's degree in Accountancy or equivalent course
b. Experience: At least one (1) year in position/s involving finance and administrative work,
preferably in foreign assisted projects implemented by an economic government agency

Contract of Service (COS) Positions

1. Level of Position: Contract of Service
Position Title: Content Writer
Period of Hiring : Three months and 15 days (15 September 2019 – 31 December 2019) 

Duties and Responsibilities

Under general supervision, maintains and enhances the online presence of the Department of Trade and Industry (DTI); writes, edits, and proofreads social media content; work with knowledge management partners and/or information officers of the other bureaus within DTI. Works closely with insourced team from various DTI offices and attached agencies with social media presence.

The Content Writer also helps coordinate and accomplish the article development of various DTI KMIS publications, undertakes desktop publishing graphics, designs and supports revisions of DTI collateral materials, takes on special writing assignments, provides creative support, assists in planning publication content, and covers major DTI events.

Characteristics

1. Performs as Social Media Content Writer with the following responsibilities:

• Engages in social media presence creation on new and emerging social media platforms
• Creates dynamic written, graphic, and video content
• Optimizes content following search engine optimization (SEO)
• Creates content that promotes audience interaction, increases audience presence on DTI sites, and encourages audience participation
• Assists social media management with DTI programs and projects
• Works as part of a team to develop large social media campaigns
• Analyses and reports audience information and demographics, and success of existing social media projects
• Proposes new ideas and concepts for social media content
• Works social media team members to coordinate campaigns with social media strategy
• Uses timelines and scheduled content to create a consistent stream of new content for audience interaction while analysing, managing, and altering schedules where necessary to optimize visits

Qualification Guide

Education: Bachelor’s degree relevant to the job preferably in Mass Communication, Communication Arts, Computer Science, Business Management, or in any trade and industry related fields. Excellent English and Filipino communication skills (written and oral) are a must.

Experience One year experience in communication/publication work. Working knowledge in Digital Social Media, Microsoft Word, Excel, PowerPoint, Adobe Premiere, InDesign and Photoshop.

Training: Preferably four hours of relevant training

Skills: Good time management, prioritizing problem solving and organizational skills, ability to work under pressure, creative thinker, able to work independently or as part of a team, attention to details and excellent proof-reading skills. Flexibility to follow guidelines.

2. Level of Position: Contract of Service
Position Title: Media Production Specialist
Period of Hiring : Six (6) Months

Duties and Responsibilities

Under general supervision, creates the design and artistic development of various DTI KMIS publications and other materials, undertakes desktop publishing graphics, designs and revises DTI collateral materials, and provides other related creative consultancy services.

Characteristics

1. Provides general art direction on the creative conceptualization for DTI knowledge products and services (KPS) such as the Department’s brochures, folios, signages, posters and other information, education and communication (IEC) materials;
2. Provides art direction on specific materials for external and internal use;
3. Provides the necessary design and layout, including templates, for DTI’s publication materials;
4. Recommends visual/layout/photographic requirements for various IEC materials;
5. Provides support to management on other artistic and design needs of the agency;
6. Writes articles for regular and special publications and reports; and
6. Perform any other tasks required by the exigencies of the service.  

Qualification Guide

Education: Preferably Bachelor’s Degree in any field of Fine Arts, Computer Science Major in Animation,  Fashion Design, and Mass Communication
Experience: With demonstrable experience in the implementation of creative projects for government and non-government organizations. Must have at least five (5) years’ experience in graphic design. Must be proficient on the use of common application such as among others Publishing, Presentation, In-Design, Graphics Illustrator, Adobe Premiere, Photoshop, and other related software. Knowledge in image editing or graphics design programs is a must. Sample works and references are required for evaluation. Excellent creative skills and strong artistic capability to work under pressure, independently or as team player, pays attention to detail, and ability to identify and work within any constraints imposed by the target medium or platform.
