Amid the Enhanced Community Quarantine (ECQ) brought by the COVID-19 Pandemic, the Philippine Contractors Accreditation Board (PCAB) continues to process Contractors License Applications through electronic mail.

The PCAB made this announcement through its official Social Media page on 29 April citing PCAB Board Resolution No. 052 Series of 2020 or the Guidelines for Acceptance of Application via E-mail. Through e-mail, applicants may send their notarized duly accomplished application forms along with the other documents as listed in the checklist for their respective category.

As the issuance of Contractor’s License will have its delay due to limited staffing and WFH arrangements adapted by the Construction Industry Authority of the Philippines (CIAP), Notice of Approval will be issued to approved applicants for bidding purposes. CIAP Windows located in DTI Regional Offices in Regions III, V, VII, VIII, XI and CAR are likewise accepting applications via e-mail.

PCAB also temporarily lifted the staggered filing for renewal of regular license applications. The staggered filing application is determined with the number of the license ending which aims to regulate the volume of application. To ease the applicants from the burden brought by the pandemic, PCAB had decided to waive the Additional Processing Fee (APF) of Php 5,000 for all applications submitted before June 2020.

Special License – Joint Venture applications may still be filed less than five (5) working days but at least one (1) day before bidding date or negotiation date, following the PCAB Board Res. 047 s. 2015.
