Pangasinan, Philippines—The Department of Trade and Industry (DTI) Region 1 supported a new resolution to revitalize the One-Town-One-Product (OTOP) program during the 4th Quarter Regional Development Council meeting. This renewed effort aims to strengthen support for micro, small, and medium enterprises (MSMEs) while preserving the unique cultural heritage of each town in Region 1.

Aligned with Republic Act No. 11960 or the OTOP Philippines Act, the presented resolution underscores the establishment of OTOP Local Program offices and hubs in high-traffic areas like municipal and city halls. This seeks to enhance MSMEs’ competitiveness, and provide accessible marketplaces for their products.

Since the law’s passage in 2023, the DTI Region 1 has proactively advanced the OTOP program. As of October 31, 202 nine OTOP hubs and pasalubong centers were set up across the region. These centers provide 145 MSMEs with increased market visibility and sales opportunities for their locally crafted products, including processed food, handmade crafts, and skill-based services.

To ensure the success of this revitalization initiative, the DTI Region 1 fosters partnerships with various agencies in the region.

The Department of the Interior and Local Government (DILG) Regional Office, along with local government units (LGUs), is encouraged to establish OTOP Local Program Offices and OTOP Hubs in each LGU. Additionally, the DTI Region 1 has urged the Department of Tourism Regional Office 1 to incorporate OTOP Hubs into regional Tourism Development Plans.

In a related effort, DTI Region 1 has partnered with academic institutions to drive research aimed at developing new products and services and enhancing existing offerings within the OTOP program. This collaboration also includes market research to identify consumer preferences, trends, and potential markets for OTOP products and services.

Moreover, these efforts to revitalize the OTOP Program in Region 1 align with the Philippine and Ilocos Regional Development Plan 2023–2028. This plan prioritizes strengthening local industries and promoting inclusive economic growth. ♦
