Thirty business counselors from the DTI Provincial and Regional Offices completed the five day Small Business Counselors Course (SBCC) on Operations Management (SBCC 104) on April 22-26 at the Regional Negosyo Center Conference Hall in Tuguegarao City.

The course is the fourth of a six part ladderized training program specifically designed for DTI business counselors most of whom are assigned to the various Negosyo Centers established by the Department of Trade and Industry.  The other courses under the SBCC training program include Business Diagnostics (SBCC 101); Business Environment (SBCC 102); Strategic Marketing (SBCC 103); Financial Management (SBCC 105); and, Investment Promotion (SBCC 106).

SBCC 104 covers an extensive variety of topics which include Production Operations, Production Planning and Control, Materials Management and Inventory, Plant Location and Layout, Ergonomics, Value Analysis, Cost Reduction and Productivity Improvement.  Mr. Kishorelal Jethmal the principal resource person from Trust Management Centre also dwelt on the timely topics such as Emerging Technologies for Global Competitiveness, Total Quality Management and Better Business Environment.

One of the main outputs of the course is the presentation of an in-plant report incorporating their learnings from the course and based on their plant visit to DTI assisted business establishments in Cagayan.  The SBCC 104 participants visited the Ayah Enterprises which makes “yema” candies and the Integrated Farmers Cooperative, producers of Carabao Milk Candy and Fresh Carabao Milk.

To date sixty-four business counselors have completed SBCC 104 since 2017.♦

The Department of Trade and Industry Region 2 joins the nation in the celebration of National Flag Day as all of its Provincial Offices in Nueva Vizcaya, Isabela, Cagayan, Quirino, Batanes and Regional Office conduct the ceremonial flag raising and “Pagpupugay sa Watawat” in their respective areas.

National Flag Day is celebrated every 28th of May, commemorating the day of the Battle of Alapan, the first military victory of Emilio Aguinaldo after his return from exile in Hongkong.  In Philippine history, it was a decisive victory which led to the raising of the Philippine flag for the first time in Imus, Cavite.

National Flag Day is observed nationwide by virtue of of Republic Act No. 8491, the Flag and Heraldic Code of the Philippines wherein for the 15 day period starting 28 May to 12 June, the national government encourages every Filipino to display the Philippine flag in their homes, establishments, vehicles and other public places to commemorate the heroes who fought for our independence and freedom.

DTI Batanes

DTI Batanes, in its mission not only to serve the Filipino but also to uphold the nation’s mandates, the staff of the Batanes Provincial Office conducted a National Flag Day Programme. At exactly 8 o’clock in the morning, the National Anthem was sung by the staff while the National Flag was being raised. This was followed by a recitation of the Panunumpa sa Watawat and, highlighting the event, was a salutation or Pagpupugay, expressing that the Philippine National Flag is a symbol that deserves respect and attention.

The salutation is a manifesto of the Salute to the Clean Flag Movement  which aims to “spark renewed respect and love for the Philippine flag through the reeducation of the private sector in proper and visible flag management.

DTI Regional Office and Cagayan

DTI Cagayan and the Regional Office jointly held a program in observance of National Flag Day. DTI Isabela

OIC – Provincial Director Winston T. Singun,leads the flag raising ceremony during the National Flag Day celebration at the DTI Isabela Provincial Office. Part of the ceremony was the recitation of the  “Pagpupugay” a short narration provided for the Movement Salute to a Clean Flag initiated by the Pronove Tai International Property Consultants. The salutation is a manifesto of the Salute to the Clean Flag Movement  which aims to “spark renewed respect and love for the Philippine flag through the reeducation of the private sector in proper and visible flag management.”

DTI Nueva Vizcaya

 A flag-raising ceremony was held at 8:00 a.m. at DTI Nueva Vizcaya Provincial Office, spearheaded by their Provincial Director Henry O. Conel, Jr., to officially kick off and celebrate the 15-day period for the National Flag Days of the Philippines.

 DTI Quirino

More than the love of country endowed by DTI-Quirino in each day of their lives – a strong spirit of patriotism was beheld by the staff with the leadership of PD Ma. Sofia G. Narag during the “Pagpupugay” Salute to a Clean Flag on May 28, 2019 in celebration of the National Flag Day.  Summing up the “Pagpupugay”, PD Narag highlighted in her message that as employees of the government, we should love our country the best way we can. Because by loving our country, we become passionate in doing our job.

Industry Development Division convene Region 2 Industry Cluster Councils and Stakeholders

This April, the Industry Development Division of DTI Region 2, convened the stakeholders of six Industry Clusters in separate meetings conducted on the 10th for Cacao, 11th for Wearables and Homestyles, 12th for Bamboo, 23rd for Dairy, 24th for Processed Meat and Fish and 30th for Processed Fruits and Nuts.

The meetings were conducted at the NERBAC Building of DTI Region 02 with the following agenda: Review of the legal basis and basic concepts of industry clustering and value chain development; Assessment and Evaluation of the Cluster’s Action Plan and Accomplishments.

Before wrapping up the meetings, each group agreed on “way forward” goals.♦

The Department of Trade and Industry Region 2 (DTI-2) entered into a Memorandum of Agreement (MOA) with the Philippine Chamber of Commerce and Industry to expand consumer education and advocacy initiatives in the region.

The initiative will strengthen the agency’s program on consumer protection as the private sector themselves help educate the public about fair trade laws, consumer rights and responsibilities and dissemination of related information.

The collaboration between DTI and PCCI is expected to increase and widen the reach of DTI’s advocacy program and ensure that business establishments progressively adopt ethical and consumer friendly policies and procedures.

DTI Cagayan’s partnership with DWPE Radyo Pilipinas in hosting the weekly program, Konsyumerismo at Negosyo: Alamin Natin Ito continues to keep listeners tuned in as they tackle the issues affecting consumers and businesses in the Province of Cagayan.

For the month of April 2019, the Consumer Protection Division team discussed Complaints Handling and Resolution; the Expanded Senior Citizens Act and the Gift Check Act.

April 5, 2019: Complaints Handling and Resolution

Division Chief Felicidad S. Baylon discusses the jurisdiction of DTI in consumer complaints as well as the remedies available in case of dissatisfaction with products purchased and services availed. The steps and procedures in filing a complaint and the appropriate mediation proceedings to be held in order to avoid furtherance of a lawsuit. The topic aims to educate the consumers on their right to be heard and right to seek redress and to advise the business owners to recognize and take the effective measures to handle the consumer’s complaint.

April 12, 2019: Expanded Senior Citizens Act (R.A. 9994)

Division Chief Felicidad S. Baylon and TIDS Mar Anthony V. Alan discuss RA No. 9994 or the Expanded Senior Citizen Act particularly the privileges and benefits offered to Senior Citizens, the percentage of discount that can be availed and the products and services covered by this Act. The team also discuss remedies in case the Senior Citizen is unable to receive the discount he is entitled to.

April 26, 2019: R.A. 10962 Gift Check Act

Senior Trade and Industry Development Specialist Lourdito B. Antonio discusses the salient features of Republic Act 10962, an Act Regulating the Issuance, Use and Redemption of Gift Checks. The law and its implementing rules and regulation as discussed prohibits issuers from releasing gift certificates that have an expiry date. Under the law it is prohibited for stores to honor the unused value, credit or balance stored in the gift checks or compelling the holders of gift checks to consume the total value in a single or predetermined transaction.♦
