Executive Order 41

On 25 September 2023, President Ferdinand “Bongbong” Marcos Jr. issued Executive Order No. 41, series of 2023, entitled “Prohibiting the Collection of Pass-through Fees on National Roads and Urging Local Government Units to Suspend the Collection of Any Form of Fees Upon All Types of Vehicles Transporting Goods under Section 153 or 155 of Republic Act No. 7160 or the Local Government Code of 1991.” The implementing rules and regulations (IRR) for this executive order were subsequently published on 20 January 2024.

In his State of the Nation Address (SONA), President Marcos Jr. reiterated his call for local government units to cease the imposition of such fees, emphasizing that these charges contribute to higher business costs and hinder efforts to enhance the ease of doing business in the country.
