Job Description:
• Oversee the selection of FSPs and of consultants or service providers required for the implementation of Components on TA for FSPs and Innovation Fund
• Monitor the progress of partner FSPs and oversee their evaluation at the end of project, to determine and document the degree of development achieved by each FSPs
• Liaise with Small Business Corporation, GFIs and other financial institutions at the Head Office on the drafting and negotiations of Memoranda of Agreement, its implementation and coordination of activities under the RAPID Growth project
• Responsible for the drafting of the following reports covering his/her area of responsibility:
  o Annual work plan and budget
  o Annual procurement plan
  o Quarterly, semi-annual and annual monitoring report
  o All other reports and documents to be required by the PCO, IFAD, NEDA and other oversight agencies
• Assist the Undersecretary of ROG in the planning, coordination monitoring of the project
• Coordinate with PCO and other concerned DTI Offices on the plans, activities, status/accomplishment reports, financial reports and other concerns endorsed for action and /or approval of Office of the Undersecretary ROG
• Review for consistency with project plans and policies all documents endorsed  for approval /signature of OUROG
• Assist in the Review Missions to be conducted by IFAD, NEDA and other oversight agencies in the area of financial services and all other areas as assigned by the ROG Undersecretary

Qualification Standards:

• Education: At least Bachelor’s Degree in Economics, Public Policy, Agribusiness or other related fields; Earned units or completed Master’s degree is an advantage;
• Experience: At least two (2) years experience involving technical position, preferably in foreign assisted projects implemented by an economic government agency
• Training: At least sixteen (16) hours of training in related technical skills;

Knowledge Management and Information Service (KMIS)

Contract of Service (COS) Positions

Position Title: Project Staff (SG 13)
Period of Hiring: Six (6) Months
Compensation: P29,069.00/month


Duties and Responsibilities:

1. Knowledge Connect Project:

  • Assess the program background and processes and prepare data catalogue per program;
  • Coordinate with stakeholders and document the discussions and agreements;
  • Develop automated forms using Microsoft Forms for Office 365
  • Ensure adoption of the prescribed data catalogue by the concerned Bureaus and Offices (forms, encoding templates);
  • Collect data from stakeholders and ensure alignment with the prescribed data catalogues;
  • Ensure alignment of the existing and in-development systems to the approved Master Data Model (MDM) of DTI;
  • Conduct regular monitoring and evaluation of the project implementation.;
  • Prepares letters, presentations, and other materials that may be necessary in project meetings and discussions;
  • Provide support in preparing project documents such as communications plan, minutes of the meeting;
  • Overall administration and documentation work of the project

2. Other Program Activities:

  • Provide assistance in the upkeep and enhancement of the KR Hub;
  • Provide assistance in generating analytical report for KM systems using MS Excel or other relevant app or software.
  • Draft program memo and other related documents;
  • Other duties that may be assigned in the exigencies of service.

Qualification Guide

Education: Bachelor’s degree relevant to the job preferably in Information Systems, Communication Arts, Computer Science, Business Management, or in any trade and industry related fields.
Experience: One year experience related to Excel software programs and operations.
Training: Preferably four hours of relevant training.
Skills: Very good oral and written communication skill. Advanced Knowledge of MS Excel including pivot tables and chart illustrations. Good time management, prioritizing problem solving and organizational skills, ability to work under pressure, able to work independently or as part of a team, attention to details and flexibility to follow guidelines.

2. Level of Position: Contract of Service
Position Title: Media Production Specialist
Period of Hiring : Six (6) Months

Duties and Responsibilities
Under general supervision, creates the design and artistic development of various DTI KMIS publications and other materials, undertakes desktop publishing graphics, designs and revises DTI collateral materials, and provides other related creative consultancy services.

Characteristics
1. Provides general art direction on the creative conceptualization for DTI knowledge products and services (KPS) such as the Department’s brochures, folios, signages, posters and other information, education and communication (IEC) materials;
2. Provides art direction on specific materials for external and internal use;
3. Provides the necessary design and layout, including templates, for DTI’s publication materials;
4. Recommends visual/layout/photographic requirements for various IEC materials;
5. Provides support to management on other artistic and design needs of the agency;
6. Writes articles for regular and special publications and reports; and
6. Perform any other tasks required by the exigencies of the service.  

Qualification Guide
Education: Preferably Bachelor’s Degree in any field of Fine Arts, Computer Science Major in Animation,  Fashion Design, and Mass Communication
Experience: With demonstrable experience in the implementation of creative projects for government and non-government organizations. Must have at least five (5) years’ experience in graphic design. Must be proficient on the use of common application such as among others Publishing, Presentation, In-Design, Graphics Illustrator, Adobe Premiere, Photoshop, and other related software. Knowledge in image editing or graphics design programs is a must. Sample works and references are required for evaluation. Excellent creative skills and strong artistic capability to work under pressure, independently or as team player, pays attention to detail, and ability to identify and work within any constraints imposed by the target medium or platform. 

3. Level of Position: Contract of Service
Position Title: Web Programmer

Under general supervision, analyses, reviews, provide direction and recommends solution to the redesign makeover of the Department digital communication specifically the Web. The JO/COS is also tasked to gather data and materials, evaluate existing processes and resources, and make recommendations in the form of digital strategies to achieve the agreed objectives. The JO/COS is also tasked to the implement the migration of present web platform from Joomla to the recommended Content Management System


Characteristics

1. Establishes Web project scope by studying strategic business drivers; discovering and validating business and technical requirements and parameters; obtaining input from subject-matter experts; examining and recommending changes to current business practices; developing and writing proposals.
2. Develops Web solution by formulating objectives; planning project life-cycle deliverables and resource availability and application; preparing installation and modification specifications; leading the exploration, evaluation, and design of technical solutions.
3. Implements Web solution by monitoring project progress; tracking action items; conducting design and implementation reviews; examining, researching, and resolving issues; escalating issues to appropriate authority; coordinating requirements with concerned DTI bureaus/agencies
4. Assures quality Web solution by developing and completing test plans; maintaining project and technical documentation.
5. Accomplishes work requirements by orienting, training, assigning, scheduling, coaching employees; identifying work process improvements.


Qualification Guide

Education: Preferably graduate of Bachelor of Science in Computer Science
Experience: Preferably one-year web programming and content management, web project development and content migration
Skills: Have strong skills sets in verbal and written communication, process improvement, analyzing information, reporting and problem solving.

The Promotion and Documentation Division (PDD) handles the promotion activities of the PAB.

PDD promotes accreditation and its importance; extend technical assistance to trade and industry sectors through training programs; conduct training for assessors to strengthen their capability to do assessment work; make information on accreditation schemes available to institutions, organizations, business and individuals concerned; and ensure that all information from the different regional and international fora processed, disseminated and acted upon.

DATA PRIVACY IN DTI

The Philippine Constitution laid down the basis for the basic human right of privacy in information. Republic Act (RA) 10173, or the Data Privacy Act of 2012 (DPA), enforces data privacy protection in the Philippines to ensure transparency, legitimate purpose, and proportionality in data collection and processing.

This law serves the following purposes:

  1. It protects the privacy of individuals while making sure of free flow of information to promote innovation and growth;
  2. It regulates the collection, recording, organization, storage, updating or modification, retrieval, consultation, use, consolidation, blocking, erasure or destruction of personal data;
  3. It makes sure that the Philippines is compliant with international standards set for data protection through the National Privacy Commission (NPC).

The Department fully supports the DPA and shall endeavor to comply with all issuances from the National Privacy Commission (NPC), guided by the principles of conscientious use and proactive protection of personal data and information.

The Department acknowledges the important role of data and information in achieving its goal of bringing “Prosperity for All.” Specifically, it would balance the use of information to achieve the following goals while protecting the data privacy rights of its stakeholders:

  • Sustain a stable and conducive business climate;
  • Uphold consumer rights; and
  • Support the growth and development of its people.

As the first step towards compliance with the provisions under the DPA, Department Order No. 17-22 was issued, designating the Director of the Knowledge Management and Information Service (KMIS) as the DTI’s Data Protection Officer (DPO).

In preparation for the drafting of a privacy manual, it shall conduct a series of Privacy Impact Assessment Workshops throughout the Department.

GENEVA, Switzerland—A new tool called Export Potential Map, which can be accessed for free via http://exportpotential.intracen.org, will help Pinoy micro, small and medium enterprises (MSMEs) identify what goods and services to export and where to export.

The Export Potential Map is an innovative tool that enables users to make better export decisions based on rigorous economic analysis. It allows exporters, especially MSMEs in developing countries, to target new markets based on information on trade costs and expected demand. This tool is, likewise, useful for policy-makers and trade-promotion organizations in improving the policy environment and support programs for existing and prospective exporters.

Since figuring out a country’s export potential—and particularly, which goods and markets would best contribute to sustained economic development—is a lot more complicated than it may seem, the newly developed tool by the International Trade Centre (ITC) can help exporters in carrying out export evaluations of a country, such as potential sectors and prospective markets. The Export Potential Map extracts data from a range of sources, including import and export data, tariffs, GDP and geographic data.

Using the Export Potential Map, the results show the total untapped export potential for the Philippines is equivalent to $44.7 billion. The products with the highest untapped export potential from the Philippines to the world are smart cards, electronic integrated circuits and other electrical devices. While the largest absolute difference between potential and actual exports in value terms, leaving room to realize additional exports for the said products is worth $17.5 billion. In terms of markets, the countries with the greatest potential for said products are China, Hong Kong and Singapore. China provides the biggest opportunity with potential export worth $7.8 billion.

Using the tool, one can also drill down up to six-digit product level of the harmonized system. For example, the markets with the greatest potential for the Philippine exports of HS 080111 desiccated coconuts are the US, the Netherlands and Germany. It shows Germany offers the most lucrative trade opportunity equivalent to $23.2 million.

The Export Potential Map covers 222 countries and territories and 4,064 products. The web tool has a user-friendly interface and innovative visualizations that can be easily downloaded, shared on social media and embedded into reports or web sites.

The ITC is the joint agency of the World Trade Organization and the UN whose mandate is to assist MSMEs in developing and transition economies to become more competitive in the global market through various technical assistance and capacity building activities, including developing online tools.
