The first batch of Enhanced Business Learning Session (EBLS) enrollees finished up with two (2) sessions before having their presenting their business plans at VIP Hotel on March 9, 2018.

After the graduation of the first Batch of EBLS, the 2nd Batch of EBLS enrollees were ushered through sessions on ‘Basic Marketing focusing on 4Ps’, ‘Review on Pricing and Costing based on Market Segments’, ‘Product Positioning and Branding, Consumer Behaviour’, ‘Product Promotion/Participation in Marketing Events’, ‘Customer Relation Management’ and ‘One on One Business Coaching on Marketing’.

The Enhanced Business Learning Session (EBLS) was also rolled out in the municipalities outside of Cagayan de Oro. Sessions on ‘Entrepreneurial Mind-setting and Values Formation’, ‘Basics of Marketing’ and ‘One-on-one Business Coaching on Marketing’ were already conducted.

DTI Misamis Oriental also started to roll-out another batch of Kapatid Mentor Me Program Enrollees for Cagayan de Oro during its launching last March 7, 2018. The following sessions were already conducted this March for the new KMME enrollees: ‘Entrepreneurial Mind-Setting & Values Formation’, ‘Marketing’, ‘Product Development’, and ‘Market Growth and Expansion’.

Apart from the committed conduct of EBLS training, DTI-Misamis Oriental also continues to accommodate requests for resource speaker, conducts entrepreneurship orientation and other activities not classified under EBLS.

  • Amidst the busyness of DTI Mis. Or., the office was able to conduct a one-day 5S/Empty Day Session last March 17, 2018, in preparation for the Regional Internal Quality Audit. The provincial internal quality audit for Misamis Oriental was conducted last March 22, 2018.
  • DTI Mis. Or. Consumer Protection Division continues to support the Cagayan de Oro City Price Coordinating Council as it regularly conducts its quarterly meeting. The 1st quarter meeting was conducted last March 21, 2018 at 2nd Floor Conference Room, City Mayor’s Office, Cagayan de Oro.

Operation Timbagan

Holy Week is a time for penance for our sins, remembering the sacrifices of our Lord Jesus Christ and recollection asking for forgiveness. In the island province of Camiguin, this celebration is both a catholic devotion as well as a tourism event. It is highlighted by a walk around the island as a sign of sacrifice for devotees, visitors and tourists as well, locally termed as PANAAD. For this year it falls on March 25 to April 1, 2018, from Palm Sunday until Easter Sunday.

PANAAD is considered as a major tourism event in the island wherein thousands of devotees and tourists flock in the island as it is also a long weekend. As part of its preparation, the provincial government of Camiguin, all the local government units in the different municipalities and various national agencies converge their endeavors to make the event memorable to visitors and their needs are addressed during their stay in the province.

DTI organized a composite team to conduct Operation Timbangan coming from the Department of Trade and Industry (DTI), Local Government Unit (LGU)-Treasurer and Municipal Agriculture, Consumer Organization (CO) and the Philippine National Police (PNP).

Northern Mindanao will have 15 additional Negosyo Centers (NCs) this year through the Department of Trade and Industry in Region 10 (DTI-10). DTI Bukidnon is set to launch five (5) NCs, DTI- Lanao del Norte targets four (4) NCs, while both Misamis Occidental and Misamis Oriental are to establish three (3) more NCs each before 2018 ends.

There are already 805 NCs nationwide. With only 28 NCs maintained in the region in 2016, DTI-10 managed to launch 26 NCs last year. Today, 54 operating NCs serve Micro, Small and Medium Enterprises (MSMEs) all over the region.

Republic Act No. 10644 or the “Go Negosyo Act”, signed into law by former President Benigno S. Aquino III, pushed the establishment and the continuous development of the NCs. This act seeks to create more employment opportunities by strengthening the capability and knowledge of MSMEs. The services under these centers are not limited to training provision. MSMEs can get business registration assistance, business information and advocacy, business advisory, and business evaluation. They can also avail of services such as technology transfers, marketing assistance, among others.

Just recently, the Department of Information and Communication Technology (DICT) and the DTI inked an agreement that will provide free internet and online learning in selected Negosyo Centers nationwide. To aide this movement, NCs nationwide are set to strengthen digital literacy through e-commerce and website development for MSMEs.

Aside from this, 43,189 clients were assisted in 2017 through the region’s 54 NCs. Through these centers, a total of Php 41.8M worth of micro loans were released to 98 MSMEs through Financial Institutions (FIs) and Government Financial Institutions (GFIs). Meanwhile, 1,673 qualified clients were also able to avail of the Pondo sa Pagbabago at Pag-asenso (P3) micro financing through the Small Business Corporation (SB Corp) in the same year.

In the province of Bukidnon, NCs maintained are in the cities of Malaybalay and Valencia and in the municipalities of Maramag, Manolo Fortich, Don Carlos, Talakag, Impasug-ong, Lantapan, Malitbog, San Fernando, Kalilangan and in Dangcagan; in Camiguin, the operational NCs are in Mambajao, Mahinog, Catarman, Sagay, and Guinsiliban; meanwhile, in Lanao del Norte, the NCs maintained are in Iligan City, Tubod, MSU-IIT, Kapatagan, Lala, Linamon, Baroy, Balo-i, Kolambugan, Kauswagan, Bacolod and in Sultan Naga Dimaporo; the NCs in Misamis Occidental are located in Ozamiz City, Oroquieta City, Plaridel, Jimenez, Calamba, Tudela, Aloran, Bonifacio and in Tangub City; In Misamis Oriental, there are operational NCs in Cagayan de Oro, Claveria, El Salvador, Laguindingan, Opol, Alubijid, Lugait, Tagoloan, Medina, Magsaysay, Balingasag, Talisayan, Binuangan, Jasaan, Sugbungcogon and in the Provincial Capitol in Cagayan de Oro (LGU).

Meanwhile, to strengthen support to MSMEs, NC business councilors and their counterparts in the LGUs, as well as selected DTI regular staff, underwent trainings last year under the Small Business Councilors’ Course (SBCC) focusing on Diagnostic and Strategizing for an Enterprise (SBCC 101) and on Strategic Marketing (SBCC 103).

This year, NC Business councilors and their counterparts in the LGU will go through the remaining trainings under SBCC, specifically on Business Environment (SBCC 102); Operations Management (SBCC 104); Financial Management (SBCC 105); and Investment Promotion (SBCC 106).♦

In response to the Barangay IPMR’s (Indigenous Peoples Mandatory Representative) request to capacitate the Indigenous Peoples (IPs), a SMERA session on Entrepreneurship cum Consumer Rights and Responsibilities was conducted on March 22.

The Entrepreneurship learning session was attended by market vendors, IPs (Indigenous Peoples) and other residents and store owners. Some fifty-nine (59) participants attended the activity.

To promote DTI’s advocacy on consumer awareness and empowerment, DTI-LDN also conducted consumer awareness session to teach the participants with the right information on the said subject. Majority of the participants were market vendors selling fruits, vegetables and grocery items, twelve (12) were male and forty-seven (47) were female.

Two (2) participants represented the Trading & Services (T&S) sector while the remaining fifty-seven (57) were potential entrepreneurs. Some Barangay Officials were also present.

During the sessions, the participants expressed that they need more training and seminars in improving their businesses and they hoped to avail more of the department’s assistances which are applicable to them. The IP participants likewise signified their intention to avail of the government’s interventions that are intended for IPs.

DTI- Camiguin Provincial Office conducted Information and Education Campaign to selected Grade 8 & 9 students in four schools in the municipality of Mambajao, namely: Tupsan National High School, Mambajao National High School, Kuguita Integrated School and Mambajao National High School. It is a half day activity and was conducted last February 21-22, 2018.

The focus of the information and education campaign is to inform consumers at an early age of their rights so that consumer laws and regulations gets implemented accordingly.

The forum is also timely for students to prepare on one of the highlights of the consumer month celebration observed every October, that is the Consumer Quiz for high School students. Consumer month celebration reminds us how important consumers and their vulnerabilities in the market place.

The activity was spearheaded by the Consumer Protection Division (CPD) of DTI to emphasize on the importance of consumer protection and consumer empowerment among the youth. As consumers, we have the right to basic and prime commodities at affordable prices and of good quality, to be protected against the marketing of goods or the provision of services that are hazardous to health and life, to be protected against dishonest or misleading advertising or labeling, and to be compensated for misrepresentation, shoddy goods or unsatisfactory services, among others.♦
