Shanghai, China — The Philippine Trade and Investment Center in Shanghai (PTIC-Shanghai) of the Department of Trade and Industry (DTI) participated in the Forum on Synergistic Development of Cross-Border Cold Chain and International Trade, held on 21 May 2025, at the Shanghai International Procurement Expo Center. The forum was one of the highlights of the 3rd International Shipping, Logistics & Multimodal Transport Exhibition (ISL Expo 2025)—Asia’s premier logistics event, which gathered over 300 exhibitors and 20,000 trade professionals, including more than 2,500 international shippers.

Vice Consul (Commercial) Jose Ma. Dinsay of the PTIC-Shanghai served as the main guest speaker, positioning the Philippines as an emerging hub for cold chain and logistics investments in Southeast Asia. In his presentation, VC Dinsay emphasized the country’s strong economic fundamentals, ambitious infrastructure programs, and pro-business policy reforms such as CREATE MORE and the liberalization of public services. “The cold chain sector will play a critical role in the achievement of the Philippines socioeconomic goals especially on food security and will create many business opportunities for foreign investors,” said VC Dinsay.

This strategic participation serves as a valuable support to the Philippine government’s broader efforts to position the country as a regional logistics and supply chain hub, in line with President Ferdinand R. Marcos Jr.’s economic agenda.

Further VC Dinsay added that, “Our strategic location, coupled with the government’s support through the investment incentives offered under the CREATE More, further strengthens the Philippines value proposition as a logistics hub that can support global supply chain operations.”

He also presented the Food Logistics Action Agenda, which underscores the government’s commitment to strengthening food logistics nationwide. Key flagship initiatives, including the Clark National Food Hub, were highlighted as strategic opportunities for international stakeholders to invest and collaborate in the Philippines’ growing cold chain sector.

The forum was jointly organized by the Cold Chain Branch of the China Warehouse and Distribution Association, the Shipping and Logistics Branch of the China Communications and Transportation Association, and China Shipping Gazette, and supported by Optimize Integration Group (OIG)—a leading frozen food import service platform in China.

On the sidelines of the event, VC Dinsay met with Mr. Liu Longchang, representing the Cold Chain Branch of the China Warehouse and Distribution Association, to discuss potential collaborations and shared objectives in enhancing cross-border cold chain logistics between the Philippines and China. Other key speakers included executives and experts from TÜV SÜD, Mérieux NutriSciences, Beijing DHH Law Firm, O Group, and the China Warehouse and Distribution Association.
