Partnership for Growth (PFG) Program

 

The Partnership for Growth (PFG) Program is a bilateral engagement between the Government of the Philippines (GPH) and the United States Government (USG). Its primary objective is to address the binding constraints to economic growth and development in the Philippines. The Program implemented projects along four thematic areas: regulatory quality, rule of law and anti-corruption enforcement, fiscal space, and human capital development.

Under regulatory quality, the GPH aimed to attract more investment and boost trade. In response, the PFG Program implemented initiatives to reduce the cost of doing business, improve the investment climate, ensure GPH import regulations are consistent with internationally accepted standards, enhance human capacity to support high-growth sectors, and ease restrictions to market entry. Specifically on trade, the Program implemented efforts aimed to facilitate economic integration and meet the country’s commitments under the ASEAN Economic Blueprint. It also provided support for trade and investment-related policy reforms needed to improve Philippine readiness to qualify for entry into other multilateral and bilateral trade agreements such as the Trans-Pacific Partnership (TPP) agreement.


ACCOMPLISHMENTS IN 2017

  • Organized the 6th Partnership for Growth- Technical Sub Committee on Regulatory Quality (PFG-TSCRQ) Meeting on 12 January 2017. The meeting was held to discuss the key accomplishments and the priorities for future development support programs taking into account the 0+10 socio-economic agenda of the Duterte administration.
  • In coordination with United States Agency for International Development (USAID) and UPecon Foundation, the Resource Generation and Management Service (RGMS) prepared materials for the PFG Steering Committee Meeting held on 20 January 2017. As the PFG-TSCRQ Coordinator, RGMS also prepared inputs on the key priorities of the Philippine government for the ongoing projects under the PFG Program.
  • Attended PFG Coordinators’ Meeting at the Department of Finance (DOF). The meeting was conducted in relation to USAID’s plan to hold a Steering Committee meeting in August 2017 and in preparation for that, Technical Subcommittee Meetings will also be held sometime end-Jul of early-Aug.
  • Organized the 7th Partnership for Growth with Equity (PFGE) Technical Subcommittee on Infrastructure and Competitiveness (TSCIC) Meeting on 04 August 2017. The meeting discussed the key PFGE accomplishments aligned with the President’s 0+10 Point Socio-Economic Agenda and the 2017-2022 Philippine Development Plan and the potential areas for collaboration moving forward.
