DTI-BOI, DOLE sign order on accreditation guidelines of garment firms, order to highlight PH compliance with global labor standards

The Department of Trade & Industry-Board of Investments (DTI-BOI) and the Department of Labor & Employment (DOLE) signed yesterday (July 25, 2017) a Joint Department Order (DO) providing for the guidelines for the issuance, suspension or revocation of certificates of accreditation for garments firms.

These accreditation certificate guidelines would cover garment manufacturers, exporters, and subcontractors who would want to avail of preferential tariffs under the Generalized System of Preferences (GSP). The said DO also creates a Workers’ Rights Review Committee.

DTI Secretary and BOI Chairman Ramon Lopez and DOLE Secretary Silvestre H. Bello III signed the Joint DO during the DTI-DOLE Directors’ Joint Assembly for Trabaho, Negosyo, Kabuhayan (TMK) yesterday at the Philippine Trade Training Center (PTTC) in Pasay City.

As part of the country’s commitment on complying with global labor standards for the garments and textile industries, the joint DO is a product of a series of consultative meetings of the two agencies with the Clothing and Textile Industry Tripartite Council (CTITC), and labor and employment sectors since 2010.

“Despite the changing landscape of global trends, the production of goods and services must still conform to international labor standards for market access. This order will help promote labor laws compliance and standards in the garment industry via certification and decertification mechanisms for companies who want to avail preferential tariff under the GSP,” Secretary Lopez said.

Secretary Bello meanwhile conveyed his appreciation to DTI for supporting the DOLE’s initiatives. “The signing of the joint guidelines for the garments industry on the certification on labor standards compliance will ensure that are our workers have decent jobs, and that they enjoy the economic benefits that our participation in the global trade brings,” Secretary Bello said.

“This joint issuance serves as a proof of the Duterte administration’s resolve to ensure that Filipino workers here and abroad can reap the just fruits of their honest labors even as their employers gain a reasonable return of their investments while ensuring business expansion and growth,” he added.

Under the Joint DO, the BOI will serve as the DTI Accreditation Board (DAB) that will grant Certificates of Accreditation mandatory for manufacturers, exporters and subcontractors availing tariffs under the Garments and Textile Import Services (GTIS) and voluntary for all other garment firms. The accreditation is mandatory for those availing of privileges under the GSP and voluntary for all other garment firms. The accreditation is valid for three years from issuance, but may be suspended or revoked due to failure to comply with the labor minimum standards set by the DAB.

BOI serves as the DAB as the import-related functions of the former Garments and Textile Import Services (GTIS)—including accreditation of importers—were transferred to the agency through DTI Department Administrative Order No. 10-06, Series of 2010.

In addition, the Workers’ Rights Review Committee—composed of four members representing DTI, DOLE, the labor sector and the employers sector—will conduct an audit of the applicant’s compliance with labor standards as provided under Section 8.1 of the Joint DO. Its audit findings and recommendations will be submitted to DAB for review and evaluation.

The Joint DO serves as the pilot guideline on the GSP availment and when deemed successful, the DTI and DOLE will come up with similar guidelines for other sectors and industries.

DTI-Bataan joins Trabaho, Negosyo at Kabuhayan (TNK) Caravan

The Department of Trade and Industry Bataan Provincial Office (DTI Bataan), through its Negosyo Center, participated in the TNK Caravan of the Department of Labor and Employment (DOLE) in celebration of the 2017 Labor Day on May 5, 2017 at Vista Mall, Balanga City, Bataan. The event was held in coordination with the provincial government and its Public Employment Services Office.

DTI served a total of 108 walk-in clients who were provided with services like one-on-one business consultation, answering different queries on How to register their Business Name, How to start a small business, Financing and Business Consultancy. Moreover, DTI accepted job applications for the five job seekers for Negosyo Center Business Counselor.

In addition, information materials were disseminated to the 108 attendees on entrepreneurship related topics like the Go Negosyo Act, A Guide in Registering Your Business; Do You Know Your Consumer Rights, Starting A Business-Salted Dried Split Fish, Pedicab/Padyak Operation, Seaweed Production, Alugbati Production Guide, Okra Production Guide, Carrot Production Guide, Philippine Business Registration, Cucumber Production Guide, Lettuce Production Guide, Sweet Potato Production, Seed Production of Eggplants, Seed Production of Tomato, Surcharge Sa Credit Card, How to Grow Mums, Seed Production of Pole Sitao, The E-Kawayan Technology, Propagation of Giant bamboo by Branch Cutting and Sweet Pea Production.

Out of 108 clients, 18 potential Micro Small and Medium Enterprises were invited to the Seminar on How to Start a Small Business on May 9, 2017 at Negosyo Center Bataan Provincial Office.

DTI partners with DOLE and other NGAS to hold TNK in SOCCSKSARGEN

Despite the heavy rains in the city of General Santos and the holiday due to the country’s celebration of the 119th Philippine Independence, employees of Region 12’s Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), Overseas Workers Welfare Administration (OWWA), SM City GenSan, ABS-CBN, Brigada and LGU GenSan and other agencies and private company representatives, brought their services to SM City GenSan for the Trabaho, Negosyo at Kabuhayan (TNK), a government and private sector partnership in order to provide employment, increase sales of Region 12 products and encourage more entrepreneurs in the region. This event is a conclusion of the TNK activity which was previously conducted during the Labor Day last May 1.

TNK was implemented to realize Ambisyon 2040: Matatag, Maginhawa at Panatag na Buhay, and the 2030 Agenda for Sustainable Development particularly ensuring and decent work and economic growth among others.

TNK’s Opening Program was held in the morning of July 12, with the Opening Remarks given by Councilor Lulu Casabuena, whom Gensan City Mayor Ronnel Rivera sent in his behalf. Casabuena complemented the SM City GenSan for holding its own Flag Raising Ceremony earlier that morning wherein the management recognized its outstanding personnel who displayed honesty and loyalty at work. She also recognized the effort of the Department of Labor and Employment and the Department of Trade and Industry for being so committed to end the bondage of poverty in the region. Her speech was succeeded by messages of support coming from the different heads of the line agencies directly responsible for the event.

Ibrahim K. Guiamadel, Regional Director of the Department of Trade and Industry 12 in his message stressed the importance of having a collaboration between DTI and DOLE to alleviate the people in our region from poverty. Expressing himself in Filipino, he said, “Andito po ang aming ahensiya, handang umalalay sa inyo at nang inyong maramdaman ang presensiya ng gobyerno.”

Meanwhile, DOLE 12 Regional Director Sisinio Cano gave his message of support to the conduct of TNK and expressed gratitude to the DTI XII for partnering with DOLE XII. He expressed optimism that because of the event, more people will be given an opportunity to earn either by getting employed or by venturing into business.

The messages were followed by a MOA Signing of the TNK between DOLE XII, DTI-XII and other concerned Government Agencies.

DOLE 12 also made a turn-over of livelihood grants to their beneficiaries while DTI 12 gave Certificates of Recognition to the accredited micro-financing institutions of the Pondo sa Pagbabago at Pag-asenso (P3).

The Opening Program was followed by a short Ribbon Cutting Ceremony of the TNK Business Trade Fair and Signing of Commitment Wall to end poverty at the Atrium of SM City GenSan. Following it was an Entrepreneurship Training in the afternoon which covers Entrepreneurial Mind-Setting and Marketing. This was continued the day after with a lecture and write-shop on Business Plan Preparation.

Also, happening in Day 1 is the provision of One-stop employment and legal services by agencies such as POEA, OWWA, PRC, NCMB, NLRC, RTWBP, SSS, PhilHealth and Pag-IBIG for more comprehensive services to job seekers, new graduates

and workers re-entering the labor market. On the other hand, the Department of Trade and Industry (DTI) offered business advisory services facilitated by the Negosyo Center General Santos City and the DTI Senior Business Counselors all over the region. Business advisory services includes information services on business name registration, access to finance, specifically in the availment of the P3 Program and business legitimacy and Negosyo Center programs. Entrepreneurial Mind-setting and opportunity-seeking advices were also given. Promotion of seminars and trainings were conducted.

During the second day of the TNK, DTI gave a continuation of the Entrepreneurship Seminar which was given the previous day. A lecture on Business Plan Preparation was given by Business Counselor Manuel Jayme in the morning and the participants did a write-shop of their respective business plans, which the Negosyo Center business counselors assisted and critiqued in the afternoon.

TNK yielded the following result: First, For the Trabaho Aspect, on-the-spot hiring of 15 people, 3 of whom are for overseas and the rest are for local employment, was reported because of the TNK. Around 1,180 applicants have submitted resumes to some 65 hiring companies that participated during the event. Categories of hiring companies are malls, pharmaceutical, hardwares, lending, aquaculture, office supplies, travel and tours, meat packing, fishing, manpower agencies and packaging. Meanwhile, while the others waited for the result of their application, among 81 near hire applicants, 41 availed of the DTI business advisory services to get information on the business opportunities available for them.

Second, the Negosyo aspect, comprised of a Trade Fair showcasing the different products from each province and cities in SOCCSKSARGEN, generated some total sales of Php 363,816. The DTI 12 – Negosyo Center Team who gave business advisory services served 18 potential MSMEs and 11 existing MSMEs. A total of 125 participants, 109 of which are Overseas Filipino Workers while the rest are walk-in applicants have attended the Entrepreneurship training. Simultaneous with the event in the center is the processing of Business Names wherein at least three Business Name Applications were approved on-the-spot. On the other hand, the booth that DTI 12 placed for queries, reading and dissemination of information materials was visited by 45 clients. Dubbed as Sustained, Upbeat, Protected, Empowered and Responsible (SUPER) Consumers info-booth, through it, at least 14 types of information materials were distributed.

Third, for the Kabuhayan aspect of the event, the Department of Labor and Employment 12 gave some Php 6.057 M worth of livelihood packages to LGUs/associations and cooperatives with a total of 3057 beneficiaries. Said LGUs and associations are: 1) LGU-Alamada with 209 beneficiaries; 2) BGU Bula, General Santos City with 36 beneficiaries; 3) LGU Sto. Niño with 28 beneficiaries; 4) CAMPCO Polomolok with 3006 beneficiaries; 5) LGU T’boli with 200 beneficiaries; 6) NRCO with 28 beneficiaries. Out of the Livelihood Fair, a total of Php 40,064 sales were generated.
