The Department of Trade and Industry (DTI) Region 02 recently launched the Kapatid Mentor ME (KMME) Program Batch 3 & 4 in Batanes on March 20, 2018.

The KMME Program was successfully implemented in the Province of Batanes in 2017 producing the first two batches of mentees with a total of 40 MSMEs who graduated from the program. For this year, 40 MSMEs were enrolled to undergo the same program.

Batanes Governor Honorable Marilou H. Cayco graced the launching activity. In her message, she stressed the importance of having programs like the KMME to continuously guide MSMEs improve and develop their own chosen enterprises. She also encouraged the participants to maximize the opportunities provided by DTI.

“Gusto kong kunin itong pagkakataon na magpasalamat kay Regional Director Diciano sa walang sawang suporta para sa ating probinsiya”, expressed by Governor Cayco.

Meanwhile, in the opening message of DTI Region 02 OIC-Regional Director Mr. Ruben B. Diciano, he emphasized that the program aims to assist the mentees to sustain and scale up their businesses by capacitating them the basics of entrepreneurship through the coaching of successful businessmen who are known as their “Mentors”. He also gave the assurance that DTI will be helping and guiding them all throughout the program and will provide necessary assistance to them.

Mr. Paul Anthony De Guzman, Marketing Officer of the Philippine Center for Entrepreneurship (PCE) briefly discussed the KMME Program and its milestones since the program’s inception.♦

The Regional Competitiveness Committee (RCC), through the Department of Trade and Industry (DTI) R02 and the Department of the Interior and Local Government (DILG) R02, recently conducted the 2018 Cities and Municipalities Competitiveness Index (CMCI) Survey Forum on March 23, 2018 at the Valley Hotel, Peñablanca, Cagayan. 

The activity aimed to deepen the appreciation of the Local Government Units (LGUs) on the importance of the CMCI Survey as a diagnostic tool, an investment promotion tool, and a tool for research. It also aimed to present a standard interpretation on the different indicators in the survey, to present the results of the 2017 CMCI Survey, and to present the analyses and interpretations made by various Higher Educational Institutions (HEIs) on the survey results of pilot LGUs. 

In his opening message, DTI Region 02 OIC Regional Director Ruben B. Diciano which was delivered by OIC PD Henry O. Conel, Jr., expressed his sincerest appreciation and welcomed all development partners present in the activity. He noted that the activity is an avenue to discuss “competitiveness” which is a common concern that should stimulate the concerted efforts of all stakeholders. He also emphasized that “by analyzing the results of the survey, a more focused program direction can be tracked by the LGUs in creating a business enabling environment that is attractive to investors and tourists alike”. In closing he noted that as the building blocks of national competitiveness, the growth and development of cities and municipalities must be harnessed to ensure that they remain dynamic, relevant, resilient, and responsive to the needs of the people. 

Meanwhile, OIC DC Catherine Miranda delivered the Inspirational Message in behalf of DILG RD Jonathan Paul M. Leusen, Jr. In her message, she articulated that LGUs play a central role in creating a conducive business environment and in promoting competitiveness by improving efficiency and reducing the cost of doing business. She said that the CMCI Survey presents a baseline on how LGUs can have a picture of their performance vis-à-vis other LGUs. She also relayed the significance of the CMCI Survey to the Seal of Good Local Governance (SGLG) and how these two (2) initiatives complement in ensuring the holistic development of LGUs. In closing, she imparted this message to the LGUs: “if people like your LGU they would listen to you, but if they trust your LGU they would do business with you.” 

Alongside with the activity, Mr. Charles Irvin P. Tagarino, DTI Trade Industry Development Specialist discussed the country’s Global Competitiveness Report Card and the Indicators of Local Competitiveness. Ms. Jennifer G. Baguisi, LGOO V, presented the topic “Building Business-Friendly and Competitive LGUs through Government Efficiency”. Meanwhile, Ms. Zenaida M. Quinto, STIDS, discussed “Regional Competitiveness Landscape in 2017”. DC Mary Ann C. Dy also presented the timeline of activities for the 2017 CMCI Survey. 

Break-out sessions were also conducted to personally discuss the CMCI Survey results of the following pilot LGUs: Tuguegarao City in the Province Cagayan; Cabatuan, City of Ilagan, Echague, and Santiago City in the Province of Isabela; Bayombong and Solano in the Province of Nueva Vizcaya; and Cabarroguis in the Province of Quirino. 

The break-out sessions were facilitated by the following HEIs which presented their analyses and interpretations of the CMCI Survey results, to wit: Aldersgate College, Cagayan State University, Isabela State University, Nueva Vizcaya State University, and Quirino State University. 

In closing, Mr. Ramon Morales, Vice – President of the Philippine Chamber of Commerce and Industry (PCCI) Cagayan Chapter Inc., thanked the RCC for the opportunity to address the participants who are generally from the LGUs. In his message, he conveyed PCCI’s support to the LGUs and other stakeholders in improving the business and investment climate in the Region. Finally, he expressed his confidence that the business sector in the Region will continue to grow through the different initiatives of the government.♦

The Department of Trade and Industry (DTI) Regional Office No. 02, Regional Competitiveness Committee (RCC), and some identified Higher Educational Institutions (HEIs) embarked on a two-day activity entitled “Training and Workshop on the Analysis and Interpretation of Cities and Municipalities Competitiveness Index (CMCI) Survey Results” on March 15 – 16, 2018 at the NERBAC Conference Room, DTI Regional Office No. 02, Tuguegarao City, Cagayan.

The activity aimed to discuss the indicators of the CMCI Survey; to capacitate the RCC members on the analysis and interpretation of the survey results; and to analyze and interpret the survey results of some LGUs.

In his Opening Message, OIC RD Ruben B. Diciano thanked the participants for responding to DTI R02’s invitation to take a closer look at the indicators of the CMCI Survey and to analyze and interpret the trends that are happening in the LGUs of Region 02. He mentioned that the two-day activity aims to provide an avenue for a stronger collaboration among the LGUs, HEIs, RCC, and other stakeholders. He noted that the outputs of the workshop will be relayed to the covered LGUs.

Meanwhile, Mr. Herminio Viterbo, Jr., National CMCI Program Officer, discussed the CMCI Survey and the indicators of local competitiveness. He emphasized that aside from being a ranking system, the CMCI Survey could also serve as an investment promotion tool, a take-off point for research, and a diagnostic tool for LGUs.

He mentioned that based on the previous years’ survey results, some trends have been observed such the improved rankings of majority of the LGUs, increasing number of LGUs belonging to the Top 20, and the geographic clustering of LGUs based on the survey results.

In his presentation, he articulated that there are various ways on how to make data speak about competitiveness and how the gathered data can improve an LGU’s competitiveness. After his presentation, he facilitated various workshops entitled “Competitiveness Landscape”, “Data Mining”, and “Data Analyses”.

The participants were tasked to present their outputs in plenary during the 2nd day. Among the LGUs that were studied were: Basco, Batanes; Allacapan and Tuguegarao City in the Province of Cagayan; City of Ilagan, Cauayan City, Cabatuan, and Santiago City in the Province of Isabela; Bayombong and Solano in the Province of Nueva Vizcaya; and Cabarroguis, Quirino.

She mentioned that the next step in ensuring the effective implementation of the CMCI Survey is linking the LGUs to the HEIs. The Regional Development Council (RDC) Region 02 – Executive Committee, through a Referendum, endorsed a total of 235 road projects for FY 2019 under the Roads Leveraging Linkages for Industry and Trade (ROLL IT) amounting to over PhP23.6 Billion and with total length of 1,155.99 kilometers. 

Prior to their endorsement by the RDC, the road project proposals were reviewed by the regional Technical Working Group (RTWG), composed of DTI, DPWH, NEDA and the PCCI- Region 02 and Cagayan Chapter as to the completeness of the pre-qualification documentary requirements.

 These proposals were also forwarded to the Central Technical Working Group (CTWG) of the DTI-Board of Investments and DPWH Central Office for further review, validation, consolidation and programming. Those that meet the criteria in the order of priority ranking will be included in the Annual DTI-DPWH Convergence Program to be approved by the Program Champions, DTI and DPWH for inclusion in FY 2019 budget.

For FY 2018, only 14 projects amounting to PhP500.2 million were funded by 2018 GAA in Region 02.

 

The ROLL IT is a convergence program of the DTI and DPWH which aims to facilitate the efficient and more coordinated efforts between the two Departments to identify, prioritize and implement road access infrastructure leading to various industries and economic zones. 

The Regional Competitiveness Committee (RCC), chaired by the Department of Trade and Industry – Region 02 (DTI), recently convened for its 1st Business Meeting for 2018 last March 06, 2018 at the NERBAC Conference Hall, DTI Regional Office No. 02, Tuguegarao City, Cagayan.

The meeting aimed to present the accomplishments of the RCC in 2017, to approve the proposed 2018 Work Plan, and to discuss the on-going and upcoming activities of the committee. 

In his Welcome Remarks, DTI OIC Regional Director Ruben B. Diciano conveyed his sincerest appreciation to the steadfast support of the RCC member-institutions in accomplishing the plans and programs of the committee. He noted that the proposed work program for 2018 is geared to improve the image of the Local Government Units (LGUs) as an investment destination with a competitive business-enabling environment. Finally, he stressed that the RCC will continue to play a significant role in promoting a more competitive Region 02.

Among the topics that were discussed are the “2018 Cities and Municipalities Competitiveness Index (CMCI) Survey”, “2017 Business Permits and Licensing System (BPLS) Field Monitoring and Evaluation Survey”, “2018 BPLS Customer Experience Survey”, “Roads Leveraging Linkages for Industry and Trade (ROLL – IT)”, and “Department of the Interior and Local Government’s (DILG’s) Accelerating Investments for More Businesses (AIMBIZ) Program”.

The meeting was attended by eleven (11) member-institutions and some representatives from the Office of Civil Defense and Bureau of Local Government Finance.♦
