Development Cooperation Framework (DCF)

The Development Cooperation Framework outlines (DCF) the basis in which the Department of Trade and Industry engages with multilateral financial institutions, development organizations and representatives of partner foreign governments, in the pursuit of its mandate discussed extensively in the 2017 – 2022 Philippine Development Plan. These development partners provide pathways, expertise and resources that are relevant to DTI’s organizational outcomes, particularly in: Rural agri-based MSMEs, Inclusive growth, Gender and development, Green growth, Climate change mitigation and adaptation, Good governance, UN sustainable development goals, and Other areas of international commitment by the Government of the Philippines.

Partnerships in these areas are designed, developed and implemented in projects in a manner that promotes and strengthens specific sectoral and sub-sectoral outcomes that are implemented by different bureaus, agencies and partners of DTI.

ACCOMPLISHMENTS IN 2019

The Resource Generation and Management Service (RGMS) Conducted the 8th Annual Development Cooperation Workshop on 28-29 November 2019, at the City Garden Grand Hotel in Makati Ciy. The workshop aimed to facilitate and identify areas of cooperation and collaboration with development partners on two priority issues of innovation, and disaster risk reduction and management –which both cut across the mandates of DTI, from SME development, trade and investment policy and promotion, and consumer protection. These would require partnerships with development institutions and partner governments, in terms of accessing technical assistance and or resource augmentation.

The one-and-a-half-day activity gathered representatives, mostly directors from bureaus, attached agencies and regional offices to discuss and provide inputs that the RGMS could use to update the list of programs, activities and projects (PAPs) needing foreign development assistance. The workshop served as venue for the participants to identify projects in their respective offices that will complement the regular programs of DTI as approved in the General Appropriations Act (GAA). The first day of the workshop catered for the presentation of government agencies on the framework of innovation, as well as, National Disaster Risk Reduction and Management Plan; and the development partners’ country assistance strategies, discussing the two priority issues. The second day, meanwhile, focused on the presentation and critiquing of workshop outputs. The workshop concluded with Undersecretary Blesila Lantayona expressing her excitement over the projects that may be developed from the outputs of the workshop and urged everyone to follow through with the initiatives, and collaborate with relevant stakeholders.
