Ladies and gentlemen, good afternoon!

It gives me great pleasure to be virtually join you today as we celebrate this historic event. The Philippine Quality Award (PQA) was established 24 years ago with the main goal of creating a national system of awards as a specific strategy to promote quality excellence in organizations in the country. Likewise, it will provide a framework for assessing organizational performance and recognizing quality excellence.

In 2008, 11 years after its creation, the first PQA for Performance Excellence was conferred to United Laboratories, Inc. or Unilab. While we took pride in having this prestigious company as our awardee for its exemplary organizational performance, it is the greatest desire of the PQA Program to recognize as many Level 4 awardees as possible.

Our aim is to create a worldwide brand that benchmarks quality in every Filipino products and service. This can only be done by continuously promoting a culture of quality in the Philippines and encouraging organizations to adapt the PQA Framework.

Thus, I thank the thirteen organizations who are with us today for accepting the challenge of being our partner in advocating quality in the country.

These include 2019 Recognition for Commitment to Quality Management awardees: Inspiro Relia, Inc.; the Department of Education (DepEd), Schools Division Office of Cavite Province; and the Department of Science and Technology (DOST) – Region VIII.We would also like to extend our gratitude to the 2019 Recognition for Proficiency in Quality Management recipients, namely PJ Lhuillier Inc.; Wellmade Motors and Development Corporation; the Development Bank of the Philippines (DBP); DOST – Region XI; and, Our Lady of Fatima University.

Likewise, we recognize the 2020 Recognition for Proficiency in Quality Management awardees: Samar State University; DOST – Food and Nutrition Research Institute (DOST-FNRI); and, DOST – MIMAROPA Regional Office.Let us also not forget 2020 Recognition for Mastery of Quality Management recipient, Pangasinan State University. And of course, our newest recipient of PQA for Performance Excellence.

It is an opportune time to present to you a new set of role models in quality management, which include a globally-competitive organization truly deserving to receive the most prestigious award for exemplary organizational performance.

On behalf of the Department of Trade and Industry (DTI), we thank this organization not only for applying for PQA and working hard to achieve the highest level of national recognition in 2019 but also for being an inspiration for every Filipino organization aiming for the standard of excellence.

It took us more than another decade for the PQA to recognize a new awardee but we believe that eleven years is worth it. With the conferment of the PQA for Performance Excellence, we hope to inspire organizations from different sectors and industries to develop creativity, adaptability, and crisis-ready performance in a rapidly changing environment like what we are experiencing now.

May this organization act as a mentor to others and help them achieve world-class excellence and sustainable growth, so we can all rise above this crisis brought by the pandemic and recover as one nation.

Today, on behalf of President Rodrigo Roa Duterte, I confer the Philippine Quality Award for Performance Excellence to Toyota Motors Philippines Corporation.
