 Good afternoon to our dear partners, lahat po ng mga kasama natin sa proyekto na itoNangunguna ang ating partner mula sa Bureau of Treasury, President Cecil of Landbank, kay Chair Dacay ng CIAP, and Usec. Boy. Ang partner natin sa private sector, nangunguna ang ating matagal na partner ng Micro SME, and my fellow advocate for 15 years already in MSME—President Roy Vea and mga kasama niya sa PayMaya. Sa USAID, kay Ms. Fajardo na dati na rin nating kasama dito po sa DTI. Sa inyo pong lahat, magandang hapon.

I’ve been always saying and advocating that streamline, going online will be the ultimate Ease-of-Doing-Business. So ito po ang ating mantra sa DTI and even in the ARTA, bilang chair din po ng ARTA council.

I really appreciate all these activities that will really enhance the capability to serve the public better by getting online and at the same time, completing the same process up to the e-payment at delivering the payment capacity via the likes of PayMaya that is the big boost to this effort.

The online payment is really part of our e-government effort. The government has been trying to modernize the system in many of our processes. And I think even our ARTA Director General Belgica, whom we share the same advocacy of putting everything online, even in DTI.

Ang instruction ko po ay lahat ng ating mga transakyon ay maging online. I think we’ll achieve to a greater extent mga application, even on application for sales promotion. Unang-una ‘yung business name registration. I remember when we launched the business name registration—partners din natin ang PayMaya, Landbank, Bureau of Treasury. We launched it two years ago. Nakakamiss, wala pang COVID noon so maganda ‘yung panahon.

And this e-government is also a priority ng ating Pangulo at inulit din po niya sa SONA na ayaw niya ng pila and it’s only through having e-government and an online system that this can be done. Ito po ang paraan to facilitate working on the digital process of many things in CIAP and even in PCAB in renewing contractor licenses. This will definitely remove the need to have a physical queue—mga pila sa PCAB office at ‘saka sa CIAP windows at the DTI Regional offices.

Ito pong partnership with PayMaya, Landbank, Bureau of Treasury has been tried and tested and we look forward na this will work with the system in CIAP. This will definitely also have in our priority to pursue further ‘yung “BUILD, BUILD, BUILD” main program, which is a very key aggressive infrastructure development program.

In fact, prior to the pandemic this is the one sector that speaks double digits of over 17%. Nauhanan niya pa ang mga manufacturing and construction so definitely, it is one sector that has a fast growth and high multiplier effect.

The government is really pouring huge budget for infrastructure development, which are needed. Basically, these are the economic infrastructure that will mean medium to long-term growth for the Philippines. These efforts will definitely help to digitize the system in CIAP and PCAB, to move in the right direction, and to help us support the construction industry development as it participates in the “BUILD, BUILD, BUILD” program.

Once again, maraming salamat sa ating mga partners and let’s continue this advocacy. There’s nowhere to go but up pag dating sa ganitong effort on digitalizing everything, especially the e-payment system.
