DTI – Bureau of Philippine Standards (DTI-BPS) Director Engr. James E. Empeño encourages the manufacturers and importers to take advantage and apply for the voluntary certification of their products.

The Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) conducted a stakeholders’ orientation on the recently signed Department Administrative Order (DAO) 18-02 and DAO 18-03 held at the 6F Center Conference Room of the Trade and Industry Building, Sen. Gil Puyat Ave., Makati City last 09 February 2018. The morning session of the forum discussed the salient features of the DAO 18-02 or the Mandatory Philippine National Standard (PNS) for Ballasted LED Lamps for General Lighting Services.

Through DAO 18-02:2018, the DTI-BPS adopts the Philippine National Standard/International – Electrotechnical Commission (PNS/IEC) 62560:2012 – Self-Ballasted LED Lamps for General Lighting Services by Voltage > 50V – Safety Requirements, as one of the PNS for mandatory implementation under the DTI-BPS’ Product Certification Scheme. With the adoption of the said PNS, the self-ballasted LED lamp is now added to the list of products that the DTI regulates prior to their distribution to the market.

“The public orientation on the new orders proves the transparency of the department with our certification system and shows our good working relationship with our stakeholders,” DTI-Consumer Protection Group (DTI-CPG) Assistant Secretary Atty. Ernesto V. Perez emphasized.

The afternoon session of the forum attended by more than 100 stakeholders of the DTI focused on the DAO 18-03:2018 or the Mandatory Philippine National Standards (PNS) for Household and Similar Electrical Appliances. The DAO states the declaration of 12 PNS aligned to the International Standard (IS) of the IEC for mandatory certification.

Through DAO 18-03, the DTI-BPS adds 14 products household appliances to the List of Products under mandatory certification. The DAO also states that the BPS shall update 11 of the 35 PNS for electrical and electronic products that are currently being implemented for mandatory certification to their newer editions.

Signed last 29 January 2018, the DTI DAO 18-02 or the the Mandatory Philippine National Standard (PNS) for Ballasted LED Lamps for General Lighting Services and, DAO 18-03:2018 or the Mandatory Philippine National Standards (PNS) for Household and Similar Electrical Appliances takes effect 15 days after its publication in a national newspaper of general circulation.

The DTI published the said DAOs in the Manila Times and Manila Standard last 10 February 2018 and made effective on 25 February 2018.

“While we still have six (6) months before we require manufacturers of importers to undergo the mandatory certification scheme, we encourage them to voluntarily apply to avoid any delays with their products,” DTI-BPS Director Engr. James E. Empeño affirmed.

All manufacturers and importers of affected products are required to undergo the mandatory product certification procedures six (6) months after the effectivity of the department orders.
