The Philippine Contractor’s Accreditation Board (PCAB) has come up with innovative ways to serve its stakeholders and clients more efficiently through the implementation of the Contractors Licensing and Registration System (CLiRS) beginning CFY 2017-2018.

PCAB is one of the implementing boards of the Construction Industry Authority of the Philippines (CIAP), an attached agency of the Department of Trade and Industry (DTI).

CLiRS has an on-line interface, which is accessible through the CIAP website www.ciap.dti.gov.ph by clicking CIAP Portal under the On-line services tab, or clicking on-line services under the programs and services tab.

The application system will allow contractors to register and create their respective accounts as users of the E-Filing System, take online Authorized Managing Officer (AMO) examination, accomplish electronic application forms, submit license and/or registration applications, and conduct status verification of filed applications, among others.

The full utilization of CLiRS will be effective starting CFY 2017-2018.

Pursuant to PCAB Board Resolution No. 194 Series of 2016, it is mandatory for PCAB contractors under the categories of Double A (AA), Triple A (AAA) and Quadruple A (AAAA) to file their license and registration applications online using CLiRS. Contractors under PCAB license categories “A” to “Trade,” on the other hand, may submit their applications to the CIAP office in Makati City or through CIAP Windows in the DTI Regional offices in the country, but they may opt to file online using CLiRS as well. Filing on-line shall be open starting January 3 this year.

Along this line, DTI-Davao Regional Director Maria Belenda Q. Ambi is inviting contractors to attend the one-day training on E-Filing to be conducted by the Davao Constructors Association Center, Inc. (DCACI) on January 20 and 21. Registration for the training will be on a “first come-first served” basis as they have very limited slots.

For inquiries, contractors may reach DCACI staff Ms. Rose Alba at (082) 222-5859, CP no. 0917-331-3458 or visit their office at 11th Floor, Landco Corporate Centre, J.P. Laurel Avenue, Bajada, Davao City.
