The Department of Trade and Industry (DTI) Regional Office No. 02, Regional Competitiveness Committee (RCC), and some identified Higher Educational Institutions (HEIs) embarked on a two-day activity entitled “Training and Workshop on the Analysis and Interpretation of Cities and Municipalities Competitiveness Index (CMCI) Survey Results” on March 15 – 16, 2018 at the NERBAC Conference Room, DTI Regional Office No. 02, Tuguegarao City, Cagayan.
The activity aimed to discuss the indicators of the CMCI Survey; to capacitate the RCC members on the analysis and interpretation of the survey results; and to analyze and interpret the survey results of some LGUs.
In his Opening Message, OIC RD Ruben B. Diciano thanked the participants for responding to DTI R02’s invitation to take a closer look at the indicators of the CMCI Survey and to analyze and interpret the trends that are happening in the LGUs of Region 02. He mentioned that the two-day activity aims to provide an avenue for a stronger collaboration among the LGUs, HEIs, RCC, and other stakeholders. He noted that the outputs of the workshop will be relayed to the covered LGUs.
Meanwhile, Mr. Herminio Viterbo, Jr., National CMCI Program Officer, discussed the CMCI Survey and the indicators of local competitiveness. He emphasized that aside from being a ranking system, the CMCI Survey could also serve as an investment promotion tool, a take-off point for research, and a diagnostic tool for LGUs.
Mr. Charles Irvin P. Tagarino, Regional CMCI Program Officer, presented the results of the 2017 CMCI Survey. He mentioned that based on the previous years’ survey results, some trends have been observed such the improved rankings of majority of the LGUs, increasing number of LGUs belonging to the Top 20, and the geographic clustering of LGUs based on the survey results.
Dr. Roberto C. Pagulayan, Executive Director – Center for Research and Development of Angeles University Foundation, presented his study entitled “An Analysis of the CMCI Survey Results”. In his presentation, he articulated that there are various ways on how to make data speak about competitiveness and how the gathered data can improve an LGU’s competitiveness. After his presentation, he facilitated various workshops entitled “Competitiveness Landscape”, “Data Mining”, and “Data Analyses”.
The participants were tasked to present their outputs in plenary during the 2nd day. Among the LGUs that were studied were: Basco, Batanes; Allacapan and Tuguegarao City in the Province of Cagayan; City of Ilagan, Cauayan City, Cabatuan, and Santiago City in the Province of Isabela; Bayombong and Solano in the Province of Nueva Vizcaya; and Cabarroguis, Quirino.
In closing, Dr. Cecilia M. Dy, RCC Vice – Chairperson, thanked the facilitators, resource speakers, and participants for actively taking-part in the two-day workshop. She mentioned that the next step in ensuring the effective implementation of the CMCI Survey is linking the LGUs to the HEIs. This linkage will provide a mechanism that will guarantee the utilization of the CMCI Survey as a diagnostic tool.
