The Department of Trade and Industry (DTI) R02, Department of the Interior and Local Government (DILG) R02, Department of Tourism (DOT) R02, and National Economic and Development Authority (NEDA) R02, recently provided technical assistance on the review and updating of the Local Investments and Incentives Code (LIIC) of the City of Cauayan, Isabela and preparation of the Metropolitan Cauayan Unified LIIC on July 10 – 11, 2017.

The Metropolitan Cauayan, which was launched last May 30, 2017, aims to serve as a platform to achieve sustainable agricultural system, to establish competitive industries, and to increase investment opportunities and enhance tourism. It is composed of the City of Cauayan and the Municipalities of Alicia, Cabatuan, Luna, and its newest member, Reina Mercedes.

In the opening message of Hon. Bernard Faustino M. Dy, City Mayor, he noted that the recently formed Metropolitan Cauayan will provide an avenue for mutual cooperation and collaboration between and among its members. He further emphasized that the two-day workshop is not just for the City of Cauayan, but for the entire Metropolitan Cauayan.

Engr. Efren dela Cruz, DTI MTIO, gave an overview of the activity. In his message, he emphasized the importance of having an updated LIIC especially in the investment promotion activities of Local Government Units (LGUs).

After his message, Mr. Oliver B. Franciso, CPDC, presented the Socio-economic Profile of the City. This was followed by the presentation of Ms. Jennifer G. Baguisi, DILG LGOO V, who provided a backgrounder on the LIIC.

Meanwhile, Mr. Charles Irvin P. Tagarino, TIDS, extensively discussed the parts and framework of the LIIC. Finally, Ms. Zenaida M. Quinto, STIDS, presented the national policies and programs that the LGUs should consider in formulating their LIICs.

The plenary sessions were followed by a workshop on “Identifying the Investment Priority Areas (IPAs)”. It was found out that some IPAs are possible areas for complementation among the five (5) LGUs.

The Review and Updating of the City of Cauayan LIIC was conducted on the following day, July 11, 2017. As an output, a draft revised ordinance was prepared by the participants from the City Government of Cauayan.
