The Department of Trade and Industry – Competitiveness Bureau (DTI-CB) conducted a virtual training via Zoom on 9 November 2021, about the Domestic Bidders (DoBid) Program among DTI-Cavite representatives who will be assisting the team in conducting on-site inspections and post-audit activities among DoBid applicants.

DTI-Cavite Provincial Director Revelyn Cortez expressed their office’s appreciation for DTI-CB’s accommodation to their request. DoBid Program officer Ms. Cindy Falcutila, on behalf of CB Director Lilian Salonga, then recognized DTI-Cavite’s proactive role to provide continuous assistance to the DoBid program.

DoBid Program Officer Krisia Santos discussed what the Domestic Bidders Certificate of Preference is, its legal basis and the salient features of the DTI Department Administrative Orders 19-01 and 19-10. She also shared the current profile of the certifications, and concerns of the program among the participants who attended the virtual training.

On the other hand, Falcutila also discussed the determination of substantial compliance, the parameters of manufacturing, and the inspection checklist and guidelines during on-site and post-audit inspections.

For the last part of the discussion, DoBid Program Officer Mr. Powell de Guzman, tackled how manufacturing capacity may be computed. 

Towards the end of the session, the participants shared that they will support and help in the program in the ways they can. The training, as requested by DTI-Cavite, is part of the ongoing efforts of DTI-CB to further promote and partner with various agencies regarding the DoBid program. It also aims to expand capacity to assess more Dobid applicants in Region 4A, and provide greater opportunities for firms in the region to be DoBid certified.
