The DTI Resource Generation and Management Service (RGMS) will distribute computer packages to 65 public schools in Western Visayas, selected by the Department of Education, under the Personal Computer for Public Schools – Phase 5 (PCPS5) project.
These recipient schools are distributed in the provinces of Aklan (28 schools), Antique (eight schools), Capiz (two schools), Iloilo (25 schools), Negros Occidental – (two schools). Each school will receive 10 computer desktops complete with office productivity and anti-virus software, 10 uninterrupted power supply, and one unit of printer.
The PCPS is funded by the Government of Japan through its Non-Project Grant Aid Counter Value Fund (NPGA-CVF). PCPS aims to enhance the IT (information technology) skills of Filipino youth as the country’s future knowledge workers.

DTI, as the proponent agency, is in-charge of project management and coordination at the national, regional, and provincial levels. It is also in-charge of the procurement and distribution of the computer packages.
From 2001 to 2014, the PCPS project (Phases 1 to 4) distributed a total of 61,554 desktop computers to 5,028 public high schools nationwide. This translates to a reduction of computer backlog in the public high schools from 76 percent in 2003 to four percent in 2014.
Under the project, the recipient school must have a computer laboratory equipped with air-conditioning units, stable supply of electricity and lighting facilities, among others; must have full-time computer education teacher to manage the computer laboratory and handle computer class; must be able to provide security measures to safeguard the donated IT equipment; and, must be capable of sustaining monthly maintenance and other operating expenses including electricity bill, supplies of papers, printer ink, etc. and upgrade/enhance the computer donation.
The PCPS5 project has a total grant assistance of P196M for the identified 380 public high schools in the Visayas and Mindanao regions. Of the 126 schools in the Visayas regions, Region VI has 65 recipient schools.♦
